Flood Insurance and Charleston Investment Property

Water is part of owning property in the Lowcountry. Heavy rain, high tides and storms flood low-lying streets on the peninsula and in the suburbs, and a large share of the region sits in FEMA flood zones. For an investor, flood risk shows up in three places: the insurance premium, the resale value and the cost of renovating or building.

Start with the flood zone

FEMA flood maps place every property in a zone. Properties in a special flood hazard area, the A and V zones, face the highest risk, and flood insurance is commonly required on a loan there. Properties outside those zones can still flood, and many owners buy coverage anyway.

Get the elevation certificate

An elevation certificate shows how high the lowest floor sits relative to the base flood elevation. It is one of the biggest drivers of the premium. Ask the seller for it early; if there is none, a surveyor can prepare one.

Price the premium before you make an offer

  • Get quotes from both the National Flood Insurance Program and private flood insurers.
  • Ask about the property’s flood history and any past claims.
  • Close to the coast, get a wind and hail quote too. It may be a separate policy.

How it affects each kind of loan

  • Rentals. Where flood coverage is required, the premium is part of the monthly payment in the DSCR. A high premium can push a deal below 1.0.
  • Flips. Buyers and their lenders will see the same flood zone and premium, and it affects what they will pay. In a flood zone, a renovation that costs more than about half the building’s value can also require bringing the house up to current flood standards.
  • New construction. In a flood zone, the finished floor has to be built to the required elevation, which can mean raised foundations, fill and higher costs. Get the base flood elevation and the local freeboard requirement before you finalize plans.
